TIPS & Mayor Farinas award the PPE 2015 winners

The Ilocandia Photographic Society (TIPS) headed by its president Bryan Rapadas with the City Government of Laoag headed by City Mayor Chevylle V. Farinas successfully concluded the Pamulinawen Photo Experience 2015 with the awarding of the winners of the on-the-spot photo contest at the Laoag City Hall.
